HM The Sultan Issues Royal Decree Promulgating Higher Education Law
Muscat, 4 May (ONA) --- His Majesty Sultan Haitham bin Tarik today issued Royal Decree No. 27/2023 on the promulgation of the Higher Education Law, after presenting the same before the Council of Oman. The Royal decree reads as follows:
Article (1) states that the provisions of the Higher Education Law attached to this decree shall be applied.
Article (2) states that the Minister of Higher Education, Research and Innovation shall issue the executive bylaw/regulation of the attached law, as well as the decisions necessary for the implementation of its provisions, within one year from the date of its enforcement. Till such time, the existing regulations and decisions shall continue to be enforced without prejudice to the provisions of the attached law.
Article (3) stipulates that those addressed by the provisions of the attached law shall adjust their conditions in line with the law’s provisions within one year from the date of its enforcement.
Article (4) cancels Royal decree No. 41/99 on promulgating the System of Private Universities, Royal decree No. 42/99 on the establishment of private higher colleges and institutes and Royal decree No. 83/2002 on promulgating the law on educational scholarships, grants and study aids. It also annuls all that contravenes this Decree or the attached law or their provisions.
Article (5) says that this decree shall be published in the Official Gazette and enforced from the day following its date of publishing.
