Program Launched to Enhance Legislative System's Role in Building Modern Legal Environment

Muscat, 15 Dec 2025 (ONA) --- The deliberations of the Flexible Legislation Program in Light of Oman Vision 2040 Goals, "Muwa’ama" (Harmonization), commenced today. The program is organized in cooperation with the Higher Judicial Institute and targets Oman Visions 2040 offices and legal affairs departments in government entities.

The event was held under the patronage of Dr. Khamis Saif Al Jabri, Head of Oman Vision 2040 Follow-up Unit.

Sayyid Dr. Munthir Hilal Al Busaidi, Deputy Head of Oman Vision 2040 Follow-up Unit delivered the opening speech, affirming that the program supports the targets of Oman Vision 2040 and enhances the role of the legislative system in building a modern, flexible legal environment capable of keeping pace with rapid changes.

For his part, Nabhan Rashid Al Ma'awali, Dean of the Higher Judicial Institute, stated: "Oman Vision 2040 represents a comprehensive national framework guiding future development paths, and it accords high priority to the judiciary, legislation, and oversight to ensure a legal environment supportive of institutional and economic transformation in the Sultanate of Oman."

He clarified that the program aims to enhance participants' awareness of legislative harmonization concepts and their practical applications, which positively reflects on the quality of legal work in government entities. It also seeks to elevate institutional performance by enhancing legislative alignment with the Vision's requirements, he added.

He pointed out that the program contributes to preparing a more flexible and efficient legislative environment to face future challenges by developing participants' capabilities to evaluate legislation and analyze its impacts, enabling government entities to make decisions based on an accurate reading of the legal system.

In a related context, Sheikh Dr. Yousef Salim Al Fulaiti, General Supervisor for the Legislation, Judiciary, and Oversight Priority at Oman Vision 2040 Follow-up Unit, said the program highlights the importance of concerted efforts by participants concerned with following up on the implementation of the Vision's goals and those working in legal affairs in government entities. This is to enhance partnership through discussing ideas that unify a common understanding regarding legislative flexibility in line with the strategic goal of Oman Vision 2040, linking them to development and economic plan projects, and devising appropriate legislative solutions and treatments for existing challenges, he added.
